OPERATIONAL INSTRUCTIONS NUMBER 84

1. Since there are no civil police in the city of POLA, the Allied Forces are providing police protection for the town. American troops are to be used in conjunction with British troops so that the native Jugoslavs will realize that it is an Allied action and not the action of one nation alone.

2. 133rd Inf --

-- Will relieve detachment of 91st Infantry Division of police detail in the city of POLA (N-8786) with one (1) company.
-- Company relieving detachment of 91st Infantry Division will cooperate with the 167th Infantry Brigade [56th London Division, XIII Corps] stationed in POLA in maintaining civil law and order.
-- American troops will not engage in or interfere with any controversy of a political or partisan nature.
-- American troops will only be used to provide the personal safety of persons, to prevent the destruction of property, and to protect property rights.
-- In maintaining law and order the power of arrest will be exercised with maximum caution. It will be essential to insure that solid grounds for arrest exist before action is taken.
